- Olongapo City Subic Bay News Philippines and in case you wanted U.S. certification, we are also coordinating this with The National Center for Construction Education and Research (NCCER) which is affiliated with the University of Florida, we can invite them to conduct the training and certification here in Olongapo City. But we have not yet arranged a study now pay later scheme for this program. Core Trades Academy is one of the local provider of this service
